GOVERNANCE STUCTURE

PAES operates as a federal structure with central Executive Board and thirteen regional branches located in Gdańsk, Gorzów, Kielce, Kraków, Kujawsko-Pomorskie, Lublin, Łódź, Opole, Poznań, Rzeszów, Szczecin, Warsaw and Wrocław.

Prof. dr hab. Zbigniew Czachór - President

Political scientist and lawyer, full professor at the University of Warsaw’s Centre for Europe, in addition to being a professor at the Jacob of Paradies University in Gorzów Wielkopolski, where he specialises in European Union law, public international law, and international/European political relations. Professor Czachór is a Permanent Advisor at the Parliamentary Committee for European Integration in Poland’s Sejm. He is Chairman of the Program Council of the Centre for European Research and Education as well as being President of the Board of the Polish Association for European Studies. His research interests focus on broadly-understood issues of European integration. Professor Z. Czachór is the author of many scientific articles, published both in Poland and abroad.

Dr hab. Prof. ISP PAN Karolina Borońska-Hryniewiecka - Vice-President

Political scientist and EU scholar, associate professor at the Institute of Political Studies of the Polish Academy of Sciences, associate professor at the University of Wrocław (currently on leave) and associate research fellow at the Université Paris 1 – Panthéon Sorbonne in the European Centre for Sociology and Political Science (CESSP) where she previously lectured. Karolina is also an expert of Team Europe Direct  affiliated by the European Commission. In the past Karolina worked as a head of EU program at the Polish Institute of International Affairs (PISM), lecturer at the Paris 2 – Panthéon Assas and at the Masaryk University. Her research lies at the intersection of comparative European politics and parliamentary studies and focuses on EU institutions and reform, EU transnational democracy, European Parliament and national parliaments as well as political discourse analysis. Her work has been published in leading academic journals such as „West European Politics”, “European Political Science Review”, „Journal of European Integration”, „Journal of Legislative Studies” and “Parliamentary Affairs” among others.

Dr hab. Prof. UJ Krzysztof Koźbiał  - Vice President

Political scientist, associate Professor at the Institute of European Studies, Jagiellonian University in Kraków. Vice-Dean for Human Resources and Development at the Faculty of International and Political Studies. In 2016, he received habilitations in political science and administration. Krzysztof has been a visiting professor at several universities: Technische Universität in Chemnitz, University of Lepizig (both Germany), Matej Bel University in Banská Bystrica, the University of Presov (both Slovakia), Peter Pazmany Catholic University in Piliscsaba, University in Pecs (both Hungary) and University of Belgrade (Serbia) and Charles University in Prag (Czechia). He has also completed research internships in Chemnitz and at the Liechtenstein Institut.  His research interests include issues related to political systems, foreign and domestic policy of European micro-states and Central European countries (especially the Czech Republic, Slovakia and Germany) as well as the process of EU enlargement towards the Balkans. He has held scholarships from Erasmus (studies in Heidelberg), DAAD (stay at Ruhr-Universität in Bochum), SYLLF (research in Polish and Czech archives) and the Scholarship and Training Fund of the European Economic Area Financial Mechanism and the Norwegian Financial Mechanism (research stays in Liechtenstein).

Dr hab. Prof. UWr Piotr Tosiek -  Vice-President  

Political scientist and lawyer, associate professor of the Department of Law and Institutions of the European Union, Faculty of Political Science and International Studies, University of Warsaw. In the years 2012-2015 and again from 2024, social advisor to the Chairwoman of the European Union Committee of the Sejm of the Republic of Poland. In the years 2009-2010, an associate of the National School of Public Administration and trainer of the Polish Presidency Corps. Piotr Tosiek is an author of several dozen scientific works (including monographs on comitology and decision-making processes in the European Parliament and the Council of the European Union). His research activity focuses on three main substantive areas: (a) the functioning of the European Union political system; (b) the position of a Member State in the EU decision-making system; (c) the role of public administration in the EU decision-making system.

Dr. Tomasz Marcinkowski - Secretary

Political scientist and philosopher, assistant professor at the Faculty of Law and Security of the Jacob of Paradies University, deputy director of the Academic Center for German and European Studies (AJP), and secretary of the Board of the Polish Association of European Studies since 2019. Member of the editorial board of Central European Papers. Research interests: European integration, EU health policy, crises in Europe, foreign policy, international security, and the climate crisis.

Dr. Filip Tereszkiewicz

Dr. Filip Tereszkiewicz - Secretary

Political scientist, assistant professor at the Institute of Political Science and Administration of the University of Opole and a visiting professor at the Department of Sustainable Development and Ecological Transition at the University of Eastern Piedmont in Italy. He is a member of the Team Europe Direct expert network established by the European Commission and a social adviser to the Chair of the Polish Parliament’s Committee on European Union Affairs. He also serves as Secretary of the Executive Board of the Polish Association of European Studies. His research focuses on the European Union’s external actions, its security policy, and Euroscepticism. He is the author of numerous publications in these fields.

Dr. Piotr Burgoński - Treasurer

Political scientist and European affairs expert, a researcher and lecturer at the Institute of Political Science and Public Administration at Cardinal Stefan Wyszyński University in Warsaw. His research interests include: 1) equality and anti-discrimination policies, both in Poland and the EU, 2) the ideational dimension of EU policies, 3) the role of ideas in politics, especially in the process of formulating EU policies, 4) the relationship between religion and politics. He is a member of the editorial board of two academic journals: Athenaeum. Polskie Studia Politologiczne (Athenaeum. Polish Political Studies) and Chrześcijaństwo, Świat, Polityka (Christianity, World, Politics). He has been a member of the Executive Board of PAES since 2019.

Dr. Mariusz Brzostek - Board member

Political scientist, European studies specialist, and lecturer at the University of Szczecin. He specializes in research on democracy (particularly supranational democracy), European integration processes, political systems, and public administration. He also works as a trainer in interpersonal competence development and in the use of AI within research processes. A research scholar within the Res Publica Research Team at the University of Szczecin. Vice-President of the Szczecin Branch of the Polish Association for European Studies (PTSE) and President of the European Socio-Economic Institute (EISE).

Dr. Arkadiusz Machniak

Dr. Arkadiusz Machniak - Board member 

Historian (PhD in humanities). From 1997 to 2023, he served as an officer of civilian and military special services (UOP, ABW, SKW). From 2013 to 2015, he participated three times in missions in Afghanistan as part of the Polish Military Contingent. From 2018 to 2023, he was a teaching staff member at the University of Rzeszów. Since 2023, he has been an assistant professor at the Department of War Studies at the Institute of Political and Security Sciences of the University of Rzeszów. He is a member of the Board of the Polish Society for European Studies, a member of the Board of the Regional Scientific Society in Przeworsk, and a member of the Rzeszów Branch of the Polish Society for Security Studies. His academic work includes research on broadly understood security, with particular emphasis on the history and current activities of special services, the Armed Forces, national defense policy, and the phenomenon of terrorism. He is the author of over 70 scientific papers.
